Our Vision
- Children are healthy and learning.
- Families have the knowledge, skills, confidence, support, and resources
they need to raise children in healthy and nurturing environments.
- Communities have the resources and infrastructure they need to deliver
services to children ages 0-5 and their families, and to provide a safe and
healthy environment in which to raise children.
- Services and resources are provided through a coordinated and responsive
system that supports the physical, social, mental, emotional, and cognitive
health and development of all young children and their families.

Our Mission
To develop and implement through a collaborative partnership of stakeholders
a 5-year Early Childhood Strategic Plan for New York State that supports families
and communities in nurturing the healthy development of children ages 0-5.
We will:
- Articulate common early childhood goals.
- Assess the capacity of the current systems serving young
children and their families to achieve goals, and identify existing gaps
or challenges.
- Identify and prioritize early childhood system objectives
and indicators.
- Implement effective strategies for achieving these goals
by designing mechanisms to develop and infuse best practices, and to strengthen and
coordinate existing services and supports.
- Continually evaluate and update approach as needed.
- Establish an interagency structure for implementing the
plan, and for informing state policy development and overseeing policy implementation.
- Engage participation and ongoing commitment of key stakeholders.

Goals and Objectives
The overarching goal of the ECCS initiative in New York State is to support
families and communities in nurturing the healthy development of children aged 0-5 through
the collaborative development and implementation of a cross-system early childhood
plan. Goals and objectives outlined in the evolving draft plan, which may be
further revised as the plan is completed, include:
Goal 1: Healthy Children
- Objective 1: Increase the practice of healthy behaviors
during pregnancy, including the use of early and comprehensive prenatal care.
- Objective 2: Increase the proportion of children, including
children with special health care needs, who receive comprehensive health, mental health, and
oral
health care services through a medical home.
- Objective 3: Integrate the promotion of health, safety,
and positive development in early care and education and other community settings
in which young children and their families spend significant time.
Goal 2: Strong Families
- Objective 4: Increase the readiness of potential
parents for pregnancy and
parenting.
- Objective 5: Increase the proportion of vulnerable/at-risk
families that are
identified and provided with needed supports and services.
- Objective 6: Increase opportunities for all families
to gain the knowledge, skills,
confidence, and social supports needed to nurture the health, safety,
and
positive development of young children.
Goal 3: Early Learning

have access to high quality,
developmentally appropriate early care and education.
- Objective 8: Increase parenting practices that
enhance children’s
early learning.
Goal 4: Supportive Communities and Coordinated Systems

and administrators in all disciplines
that work with young children and their families to obtain
the knowledge, skills,
confidence, and support needed to nurture the health, safety,
and positive development of young children and their families.

capacity of state and local government to provide
leadership and support efforts to improve the quality and accessibility
of services
for young children and their families.
